There is this really stupid law in my country that a person doesn't need a driver's license if he/she is riding a motorbke which can't go faster than 45 km per hour. And by that I mean you don't need any traffic knowledge AT ALL to legally drive everywhere with a motorbike.
It has caused many, many accidends because that kind of motorbikes are cheap and all teenage punks are driving around in gangs. That has caused some unrest in the general pubilic so the law might be changed soon, but...
