Weird mentality. (serious topic)

So I have noticed that when someone is getting bullied most times the teachers won't care or do anything unless the victim fights back.

Like for example
One student was bullied and he reported it and the teachers did jack shit about it. So the kid fought back and he got suspended.

Teachers think so weirdly.
