Lol is account based. You make an account and you log in every time you play. So I still keep my progress, as long as I remember my account XD
I think he may be talking about the servers. There are servers around the world. When you log in, choose the server nearest to you for the best experience( farther servers cause some lag)
I really recommend Elsword it's a fun game. :D
