That doesn't hold true in just any case. For example, I could demonstrate my unwillingness of lifting my left foot twenty centimeters above the ground by simply refraining to do so, however I don't believe that it would render me unable to actually do it. It comes down to whether one believes in free will or not.

Although I'm not sure whether my logic applies to this specific case because it's kind of different. It just kind of makes sense to me right now.
