According to Getchu(dot)com, a 24-minute-long OVA of Seitokai no Ichizon Lv.2 was announced to be released on July 5, 2013. It will be bundled with the eighth volume of the Seitokai Series Spinoff novel.

@bakaneko you are wrong. episode 0 was a flashback and so it suppose to be ep 0. there are 10 eps but no ep 10. understand?

I doubt they will make lvl 3 'cause there's no plot to continue after Sugisaki is the only one in the student council. Though I'm really sad about it ending but I think they will probably make a last OVA where they show the Graduation at least I hope so.
